Turning Point Scotland and Fife Council today released the Whole System Approach (WSA) Fife Learning Partner Inception Report detailing the first quarterly Learning Cycle of our innovative ‘test of change’.

Our organisation has been working in partnership with Fife Council over the past two years on housing and homelessness. Together we are developing a ‘test of change’ to design and deliver a WSA to prevent homelessness and to support people to thrive in their own home.

Indigo House has been commissioned as a learning partner to enable reporting as our work progresses, rather than waiting to publish an evaluation report. Together with Fife Council we want to use WSA Fife to provide insights for other local authorities who wish to take a similar approach.

Indigo House has written the report, capturing the start of the learning partner process, summarising our initial understanding of the WSA Fife approach and setting out the next steps.

To date, colleagues in Fife have been a central part of several stakeholder meetings to help shape the work of this approach. This work has helped us shape the next steps for stakeholder involvement.

Today we are launching our first of seven quarterly Learning Cycles over the next two years. We will use the Learning Cycles to pause and reflect on the work completed by the WSA over the previous period and also reflect on the period ahead. We want and need stakeholders in Fife to help us reflect on the last quarter, what has gone well, what needs to improve and also help shape the next period of change. We are all part of the system and we want to ensure that not only are stakeholders voices heard throughout WSA Fife; we want them to be integral to designing, leading and making the change happen.
